While overpopulation is a thing, if the government is going to become a massive landwhale nannystate, the least it should focus on is removing/solving unemployment even if the private sector is better at it.
Encourage indentured servitude to get companies to train again, make college an option again.
Make being self employed an option (an appealing one at that,) not a requirement for some.
Help provide a stable wage by assuring a basic wage (Via the UBI or GE.) It would be easier for a free market to exist if the sources of labor didn't have to climb over each other just to survive.

so if the UBI is 500 zeni, and you get 400 monthly you and up with 900. so when they offering a raise to 600 you have to reject because you would loose your UBI which means you would get 600.

No way. Look at what happened to the black community in the U.S. from a couple generations of welfare. Plus, the keyword is BASIC - it will never be a replacement for working giving you a quality life. It will be the bare minimum to feed, clothe, and house you, allowing no social mobility or interesting hobbies. Shitty enough to make you want to work to get something better - only if we allow it be to seen as a replacement for work, there will be no low-to-mid level jobs to work your way up through, and no access to education for the real jobs. Those will be reserved for the wealthy elite... who co-incidientally seem to be pushing for UBI.
