Here's how black supremacy, or, black nationalism, works. Black nationalism is the communist conceived theory that blacks in America represent "a nation within a nation." In the south of the United States where blacks are most heavily concentrated, this is land that should be its own nation to blacks.

Blacks throughout America outside the south do not need abide by the laws of America, federal state or local (civil disobedience) because they're not bound to the law because their loyalty is to black nationalism.

For black nationalism to be a reality there has to be a government representing the black nation, right? In communist terms this is a proletariat, an authority that claims to represent all peoples of a certain class (workers, blacks) to the point this authority invades the privacy of those it claims to represent to the point it imposes tyranny. Blacks/workers that oppose the will of the proletariat are labelled traitors to their own people. A proletariat is not a movement nor group, but an arm of a socialist government. The proletariat only exists with the full legal power of the state.

So now we've concluded, black nationalism needs a proletariat. This is a group that claims to represent all black people. Many groups do this but a proletariat has legal muscle.

First, there's a riot. To try to "remedy race relations" the city sets up a council of "civil rights activists" to come up with "solutions." This "council" is the proletariat in the making. See pic.

No one law creates the proletariat, it is a collection of laws over time that eventually makes it.

The civil rights law gives proletarian authority to various social justice groups. Dr king created "rent authorities" in tenement housing projects, basically renters unions that acted as a proletariat.
