most religions have a virtue of modesty, hell most ancient religions also carry this rule and Islam simply continued it. The hijab, very specifically, represents submission to the Sharia. It is different than head coverings in other cultures in that it encompasses everything but the face, and winds up looking very serpentine (satanic).

Women can dress modest, and in a voluntary (virtuous) manner, without covering their heads. We've been doing it for a long time in the West, but we failed to defend against Marxism. Western women are not sexually frivolous because they fail to cover their heads.

During pagan times females where valuable. So different tribes invented different tech to manage it.

Mudslimes, being slave traders, made it into a kind of slavery. So they just cover their commodity.
First - because lighter shade of skin is more valuable.
Second - when merchandise is covered, there is no trade.
