The largest influx of refugees in Sweden was 2016, which isn't covered by that graph. It's taken over quite a short timescale, which doesn't tell us much. Anyway, the issue is not whether there has been a spike due to the most recent immigration, but whether the large number of immigrants mean there is a lot of crime. And it appears that immgrants are more likely to be reponsible for crime, which isn't really very surprising.
