I don't think the Soviet strategy was necessarily more effective, it just took longer to fall apart completely. Also the Russians could afford to fight a war on two fronts due to their geography and population, whereas Germany could not, but tried anyway.
Global Jewry rallied a hell of a lot more people to fight Hitler than the Soviets ever had to square off against.
But you're right that Germany would have been better served by trying to re-tool Eastern European populations to serve as a permanent middle class. Honestly, a Roman-styled system of conquest, cultural absorption, and mandatory sub-military service for the conquered for a number of years until achieving fully protected citizenship would have behooved the Nazis greatly. That's how you expand outwards without stretching yourself too thin, by taking in numbers from those you conquer and buying their loyalty with safety and high soldiering wages.
