Nobody actually knows.
There was 2 or 3 movies (one of them an american remake) made years before she was killed, where the exact same thing happened, and in in the elevator video she even has the exact same clothes as the main character in one of the movies who also dies the same way.
When you research deeper and deeper into it, it only gets weirder.

Most likely, someone in the hotel either tricked her into going to the roof, or she was scared and chased there, or killed her or knocked her out, then dragged her body to the roof and put her (dropped her from the very top roof) into the tank.
Perhaps a Cecil employee did it.
That seems much more likely, than the theory that it only happened because she was crazy or on drugs.
In the video, if you imagin someone guy is standing in the hallway talking to her - it makes sense. She actually looks frightened (desperately wants the elevator to work) and like she's discussing/talking about something.

It's very possible her drugs contributed to the happening (if she wasn't under the influence it maybe wouldn't happened), but most likely someone or a group of people were responsible for her ending up in the tank.
When you've truly looked into it and spent days or even weeks researching it - it seems very unlikely she did it on her own.
