This isn't EU4 mate. You can't just send 500k units to Raqqa, siege for a month and kill a rebellion. Different nations have different compromises all around the world and quite a lot of civilians still live in those places, you can't just waltz in and kill everyone. Also there are a lot of different organizations fighting for different objectives at the same time. Eventually the war will speed up though.
