Sanitation is an important function of any self-sufficient Völkisch community. I don't think someone capable of maintaining a sewer system and water purification plant would be looked down upon as it is a valuable service to the community.

Anarchism doesn't require no authority, rules or leaders. As I understand it, Anarcho-Fascism is a communal type of self-government based around a tribal structure.
You could have leaders but instead of electing them, they'd fight for the job.
