It is impossible to have a safe, sustainable, moon colony right now. It would constantly be bombarded by meteors because the moon has no atmosphere to protect it from impacts. Even tiny space rocks will rip through the hull of structure pretty fast and cause constant structural damage.

By the time the technology is developed to have adequately protected moon colonies, governments will have access to this.

I was actually just thinking of this. The only great thing about being on a planet without any atmosphere is you have something to push against. You are not restrained by fuel. A solar powered rail gun, could fire boulders for free and do so until the moon ran out of boulders. And I bet it would be easy not only to meet the moons escape velocity, but to get the rock to hit Earth.
