South America has a very low average IQ. Nations such as that only understand force, and Pinochet was probably the next best solution for Chile's failing socialism.
When you resort to force, you have some options. You can force the rich to give up money through income redistribution, or you can force free market reform. It's easier to steal from the rich, so low IQ South Americans vote socialist. Dictators are in general usually not very smart so they are also pretty lefty.
Pinochet is special in that he was actually intelligent enough to examine the effects of policy. The previous ruler of Chile implemented socialist economic policy which had the nation descend into increasing poverty. When Pinochet took over, he kept the socialist policy for a while before recognizing that it was ineffective. He brought in some economists to draft a reform, and they came up with some great free market policies which saved Chile from sure destruction.
Pinochet isn't faultless, but the only way South America seems to be able to hold a free market is to have opposition physically removed, so to speak.
