Imagine an ocean of piss, constantly battering your levees and leaking into your city
Now imagine your powerful and well connected citizens have given you a lot of money to "do something" about said ocean of piss
But nothing you do works, the piss cannot be corralled, it cannot be receded or lessened, it cannot be reasoned with or diverted. The piss cannot be destroyed without causing more piss flooding in the city, it cannot be fully contained either.
Eventually you give up and just start pissing into the ocean of piss, but aiming towards another direction in the hopes the ocean floods that way
The ocean of piss does not care, still doesn't change, and still continues flooding your city, even though you were paid over $40 million to stop it.
