Their moral standards and governing structure aren't even recognizable by us today. The population of Sparta was literally majority slaves. Athens would have had a substantial amount to. Not to mention that technologies and infrastructure now are insanely more developed and complicated and allow the formation of more than just city states since distant places can be connected and the transmission of information isn't even particularly limited anymore. There's a reason Fascism and even Nationalism are only even possible in a modern setting with a developed infrastructure. Using an analogy like this doesn't carry over well at all to the modern world.
