U.K. constitution is customial/customary, only way to change it is to break status quo/set precedent, Queen has constitutional right to veto, has not be used so fell into disuse, can still be brought back.
Commons can just overrule Lords if they did such a thing, and if the Queen withheld assent of a bill from the representatives of the electorate, a constitutional crisis would occur as the precedent is well set.
