Probably during the Bush-Blair alligned Aznar government. Spain gained some relevancy inside the imperialist bloc conformed by the US and its allies. Zapatero and Rajoy are total incompetents for international relations and politics in general and we lost all relevancy when you took Cuba from us.

Technically it never has been as communism is a stateless and classless society but I'm not going there.

Socialism is not an utopia. Technically communism is, but being the state a means of a class to opress others the logical consequence of the dissapearance of social classes is the disolution of the state.

I take the stance of my organization, UJCE (youth of the PCE).
We fear and suspect Podemos would end up behaving like Syriza in Greece, submiting to reality instead of trying to change it. They are not marxists, they're just socialdemocrats who perhaps could create better conditions for the people and for the communist struggle. We support them just to have people in power with interests not diametrically opposed to the working class and the communists.
I don't know who I will be voting in the next election. Either Unidos Podemos or whatever candidature does IU support by then, or PCPE.
In my opinion PCPE is the party with the best marxist-leninist political line. PCE does not even define itself as marxist-leninist (UJCE does however), but I support PCE because I see it as the organization with the most revolutionary potential. It may sound silly, but the fact itselft that it's the party of historical Spanish communism does a lot.
I think it's worth it to support Podemos. Their townhalls are doing good economic and social politics. However they shit it out when they support Syrian rebels and Hungarian fascist shit like recently in Madrid.
