The German nation was always more numerous than the French, but was kept fractured by outside interests (France and the UK). This was a natural an inevitable process similar to the Italian unification, where the ulterior outside interests were represented by mainly by Hapsburg Austria and to a lesser extent France. Also, Napoleon III got played like a fiddle by Otto.

Also, it was in the Habsburgs' interests to keep Germany weak so they could dominate the HRE/German League or whatever. They got their shit pushed in 5 years earlier.
