The cities are where all the liberals live, Civil War 2 would become sieges of all blue urban centers through the country with surrounding suburbs (which are generally purple) as the war zones. The rural red swathes which make up the majority of land, natural resources, and food will be solidly under conservative control. The left will have the industry but without raw materials will not be able to break the sieges.
The majority of veterans are from the rural red areas and they've seen first hand how to fight a modern insurgency. This war would be ugly as fuck but nothing like the first civil war which split neatly along state lines.
