Communism is the next stage of humanity following the capitalist stage.
What exactly is communism according to Marxist-Leninists:

These states were not socialist but state capitalism. In these states instead of the workers becoming the new ruling class the bureaucrats and party members ruled over the whole of society. Its what trotsky would call a deformed workers state.

They could be fixed permanently, although it would be a very big investment.
First something should be done about all the international food aids sent there, because they are killing the local farmers, since none of them can compete with "free food". It would also be preferable to reduce the population there, because the current population is unsustainable without constant outside help.
After that, companies could start building some low skill manufacturing facilities, like the shoe factories in China, just to get the capital flowing in there.
In a few decades there will be enough infrastructure and money to invest in education, which will allow the people living there to do less exhausting and better paying jobs, moving people away from hard manual labor, and into office rooms. (just look at China's more industrial cities. They are on par with the west)
The biggest obstacle would probably be the lack of natural resources, which would make construction and agriculture very expensive, and that's why the population there should be reduced. (less people to feed means less demand for food, which means more affordable prices on the market, until the agriculture grows large enough to sustain a larger population). This, and the fact that we need to get the people living there to start working.

Somewhere I've heard a guy say that "in communism people just walk into the local store, take what they need, and nothing more, then go on producing for their community"
Too bad they don't take into account the fact that there are more people who need a car, a computer, or a brain surgery, than there are people willing to put in the huge amount of effort to learn how to produce these things, even if they'll have the same standards of living, as a guy sweeping the streets.
Or maybe they're content with living on the bare minimum they need to survive.

Producing electricity and maintaining an electric grid has very high costs, and a very low profit margin. They can't just start giving it away for free, otherwise there won't be any electricity at all in a year, after the company can't pay its employees and repair its equipment.

People were starving to death left and right before they opened their borders to international trade and investors who started to pour money into manufacturing, which helped to bring the standards of living in the cities to the same level as the west in just a few decades.
Well, at least in the more industrialized parts of the country, mainly around the sea. The areas to the east are less fortunate.
