It was written by a British conservative MP whose main claim to fame is "chick lit" novels. Her initial story had no substantiation other than rumors reported from alleged sources that she didn't have any direct access to. She was reporting about sources that she heard about from yet other unsubstantiated sources.
That's the basis of this claim that Obama led a wire-tapping conspiracy.
