Intel CPUs have something called the Intel ME. It is basically a CPU inside a CPU. It can be awoken at any time. Since it's proprietary we don't actually know what triggers it, but we can assume its the (((3 letter agencies))). AMD CPUs and ARM CPUSs have the same mechanism. These mechanisms have full access the the CPU registers, RAM, Disks, everything. There is no software that can possibly protect against that. The only solution is CPUs that don't have these.
