Why isn't anyone trying to argue that this Healthcare bill is another "Trump Tactic"?
Basically, he's approving Paul Ryan's bill, KNOWING that it's a shit bill. During its approval process, it will slowly be changed into something more appropriate, in which the president can spin as an even better win than coming out with a new healthcare bill right out of the gate.
AKA "Here's the best the republicans came up with. And THESE are the changes I'm creating to make it great for all Americans."

No. It couldn't pass reconsolidation. Which is why you have fans of the Ryan plan who want to get off Obamacare taxes and regulations ASAP in one bill. Rand's bill would probably need to be a standalone thing voted on after the repeal has been OKed, which is risky in its own right.
If the repeal passes and not the replacement, that's a problem. However, the reward is a both a repeal and BETTER replacement if both get approved. The question is, is it worth the risk.
