Because it's difficult. They're not going to be able to hijack multiple planes ever again. They might be able to hijack a plane but couldn't get into the cockpit and use the plane as a weapon. And that was part of the craftiness of the 9/11 attacks, using planes as weapons. They won't be able to create such effective weapons on their own inside the US. They'd be caught long before they could launch an attack.

With that said, their best bet would probably be to get a few one- or two-man terror cells into the US and then hijack multiple fuel trucks in different parts of the country and blow them up shortly within each other in carefully chosen locations for maximum damage. It wouldn't have the same media impact of course. Another option could be to derail multiple trains simultaneously, but I would guess it's too complicated for them to even try because of the timing required.

Frankly, they will struggle to get terror cells into the US that could then plot and carry out large-scale attacks without getting caught before the attacks is unlikely. They would have to be individuals with no trace to any known radicals, but such individuals couldn't be part of a centrally planned attack like 9/11 because AQ/ISIS wouldn't trust them in the first place.

Because (((they))) only do it on special dates as a ritual. Watch out for dates with a 7, 9, 11 or 13.
