You need to define what you're talking about when you say "high speed rail". If you're talking about a rail system that stretches across and connects an entire state, then yes. But just having some high speed rail, regardless of the size, puts many major cities and airports into the mix. Hell, Disney World has had it for decades. Denver airport as well.

This. They probably don't have a lot of cars or good road infrastructure either. We could build high speed rail. It's not a big deal. We don't because it isn't cost effective.

Here in Tampa they have this freeway called the 589 which is basically the only real way to travel from the suburbs down into the heart of Tampa and St. Pete. You could take the 75 but it's too far East for most people.

The 589 is literally 2 lanes wide. They've been working on it for at least 5 years. Now they are working on adding one extra lane. Then in 5-8 more years they'll decide they need another lane and build again for 5 more years. The money they collect on the tolls for that freeway is fucking absurd and they can't even maintain the road. Every single day it's gridlock traffic, bumper to bumper.

All of Tampa is like that. They don't add 2-4 lanes at a time knowing that in 5-10 years they're going to need the extra lanes. They just do one lane at a time and then guess what? Next year we're right back to where we started with gridlock traffic everywhere.

The only way major railways make money anymore is through industrial use. And ones inside cities (including high speed) are generally subsidized by the government anyways.

and this is not even considering that rail has no versatility and cannot be rerouted like planes

Whats better, get all your work done in a timely manner and have less for the future, or manage things so that you are always at work, even if you aren't always working particularly hard?

The latter, of course. So construction companies negotiate contracts that all them to do the latter. If that means getting an alloted period of time to build one lane, they will. Not only will they only build one lane but they will make sure they are working on that lane for as long as the contract will pay them.
Its not efficient, but it is smart.

So why didn't the US do this in Africa too? Well, the fact is that the US did try. It was a huge effort after WW2. The US pushed the "we aren't colonists" meme that China is using now and ended up being called neo-colonists (as China has began to be called). And then what the US found out was that these new independent states that had pushed out the Euros were very unstable. Corruption was endemic - and not just the helpful corruption of "bribe the big man and he does what you want". Then, with the large amount of brutal warfare, general lawlessness and coup-prone governments, it was very hard to turn a profit. The "pay us interest forever" thing doesn't work if the government gets deposed and the new guy renounces debts. Other times, governments just reneged.

So, the US walked away because it was so hard to turn a decent profit in much of Africa. And then we had Live Aid and decided to just give them free shit forever.

China, being China, believes themselves to be smarter than Euros and Americans despite the fact that the last time they invented anything original was about 1000 years ago, their rich accept that our schools and universities are superior and their Confucian communism forms people who are generally very weak at original thought.

So, it looks impressive for now as they're in the honeymoon phase of the money dump, but the resentment is already growing because China is cutting out African labour, importing their own peasants to do the jobs their loans create.

So China will learn what the US learned in the 50s and 60s and end up with a lot of defaulted loans; just on a much bigger scale.
