Idiots are bound to suck up on it eventually, dragging the rest of the national fundings in eternally renovating obsolescent structures and administration because money eventually always end up in the pockets of some obscure and unknown official, which isn't EVER punished for it because there will eventually be such a complex and intricated net of hierarchies that it will always be "that other guy's fault!".
You want Obamacare? In 10 years poor people and poor cities will still have shitty healthcare because of some corrupt official that couldn't resist the call of such big amounts of easy money, and in addition to that even middle class people from other places won't get proper healthare because all the fundings theoretically destined to them will go to poor cities, in the desperate attempt that "this time the money will be wisely put where they should be". And those who can afford it will jump into privately funded clinics because they will, by a long shot, the only ones capable of providing a *decent* health service
Trust me, NEVER go public on this stuff, ever. And beware of those who want to, because it means that a part of those money will eventually end in their pockets.

There's a theory going around Washington that the GOP majority has decided that it's impossible to repeal most of the ACA, therefore they've purposefully designed a "repeal" bill that cannot pass. Their purpose is to fail at repeal of the ACA as quickly as possible and move on to tax reform which they think they've got a much better shot at.
