If the Tories achieve this and then don't reduce migration, UKIP/right-leaning party will have its opportunity to rise. The Tories know this and so will want to cover that possibility. I can see migration lowering to somewhere in the region of 200,000 net within the first few years of being out.
Then it's entirely up to the general public. Either people are content with this number or they give support to a party who promises to reduce it to X number. Doing so will put political pressure on the Tories. The future is very much wide open.
