The runways on wikipedia don't make sense to me. One is listed as 03/21 and the other is 18/36, but the long runway on the flightradar map is clearly east/west, like 12/30 or so. What's up with that?

Not by nearly enough. Fighter pilots are taught that speed and altitude are interchangeable as energy, and that one can be burned to gain the other. Descending from a higher altitude to a lower altitude without gaining speed means energy is expended.
