No, I'm pretty sure that's wrong. That might have been Liquid's goal, (even though I don't think so), but ArmsTech was working for the US. I think it was supposed to given an advantage to the US in the arms race, but doesn't account for the fact that it would only be effective if no other country found out about it. Come to think of it, I don't know what Liquid was hoping for because once the US government realized they couldn't recover Rex, they would have just nuked the place.
