He needs to be able to get a majority vote. There's no 'winner takes all' scenario in NL. Dutch governments are always formed by a coalition of multiple parties adding up to at least 75 out of 150 seats.
Even if he has the most votes, that means that most likely he'll still has to find 2 or 3 big parties willing to cooperate with him and since he's the outsider in politics that's just not going to happen.
The only scenario in which I see Wilders winning is if he gets something like 50+ seats directly and the remaining seats can be filled with those small parties that are willing to form a coalition with him.
Most likely though, VVD/CDA+whatever else will be in charge.

If he becomes the biggest party the king will likely appoint him to form a coalition. If he succeeds in doing so he will also become PM.
Unless he gets over 50% of the votes, which has not happened in a 100 years, then he becomes PM automatically.
If he becomes the biggest party but can't form a coalition with other party's to get more than 50% he can force the ruling government to take on alot of his proposals if they don't want to get eliminated in 2021.
All 3 scenario's are pretty good. The third one might even be best cause we'll get alot of our policies in and any resistance form the ruling government would redpil people like crazy.

When he 'wins' (ie gets the most votes) his party will have the most seats in the government. He WILL have to form a coalition with other parties (at leats 1 i think), just like any party.
