The thing about the VENONA project is that the Russians caught wind of it fairly early. By the time the decrypts gave the US anything significant, the NKVD halted all operations and cut contact with all illegals in the late 40s.
Once McCarthy began his passionate crusade against the red menace, there was nothing to go on since Russian illegal operations were ceased. This is why he failed and it is the Russians fault.
