The thing about the VENONA project is that the Russians caught wind of it fairly early. By the time the decrypts gave the US anything significant, the NKVD halted all operations and cut contact with all illegals in the late 40s.
Once McCarthy began his passionate crusade against the red menace, there was nothing to go on since Russian illegal operations were ceased. This is why he failed and it is the Russians fault. But McCarthy scared the shit out of the Russians and in response, they didn't start their illegals network until a few years after his investigations.
Now, keep in mind.. We only say McCarthy was wrong based solely on the VENONA decrypts. But here is the thing, only 3% of the encrypted messages were decoded, leaving the possibility that the Russians had hundreds of illegals working in our government and continued to keep in contact with them since it was known that only a few illegals identities were revealed through VENONA.
McCarthy was most likely right, but there is no way to prove it based on VENONA since most of th messages were largely unable to be decoded.
