Not really. The opt-outs on Schengen and the Euro are more substantial then income tax devolution within the union.
I don't have the chart to hand, but the devolution they got was almost nothing compared to what the pro-independence parties requested (actually "the closest thing to federalism possible", and actually "devo-max"), the post-2014 settlement has been the david-cameron renegotiation of concessions.
