I can't see a reasonable way of going to war with North Korea without somehow disabling most of their offensive missiles.

The collateral damage in Seoul would be huge. They'd have to evacuate the entire city before bombardment.

The window for anything like a 'clean' war is rapidly closing.

The latest DPRK missile tests have been quite interesting; on the one hand, they now have a functioning solid fuel missile able to hit the South/Japan which is road mobile, making it very hard to destroy before it launches. Solid fuel missiles don't require a huge fleet of fuel and support vehicles - hard to detect, cheaper to deploy.

Another interesting fact is that the latest tests of more common liquid fuel missiles (like Scuds) have not taken place at test sites; instead, they are being conducted at different locations around the country, suggesting that they are actual military drills involving the units that will be tasked with launching should war break out. This shows that the DPRK are confident in their equipment and are now at the rehearsal for war stage.

Kim will have noted what happened to Saddam and Gaddafi and so will develop his strategy accordingly. Once the US has been able to build up a large enough invasion force and begins the ground attack it will be too late, as the US/ROK conventional forces are far superior to his own. Instead, he will strike hard with tactical nukes straight at the start, hitting US bases in South Korea, Japan and the various US territories within range. Once this is done, with any luck the ROK and the US will be unable to launch ground operations against him.

At this point, the US has to decide whether to nuke the north in response. If the DPRK has a viable fleet of ICBMs by this point, that may act as a deterrent, but I'm not so sure how it would go down. If we did nuke the North I expect they would let fly whatever missiles they had at the ROK/Japan, to do as much damage as possible before losing their missiles to the US attack.

For this to happen, this world would have to be OK with Seoul not being there anymore.

My understanding is that DPRK commanders from different military districts are not allowed to communicate among themselves (coup threat.) The leadership in Pyongyang is the where everything is centrally controlled.

I can't remember which book it was, maybe 'the Impossible State', but one of the reasons why economic development is slow in the North is that doing it rapidly would loosen the dependency of the population on the government food distribution networks etc. and cause instability.

The recipe for economic success isn't complicated, especially with a high-IQ population like the DPRK, but doing it without crashing the country is another matter. Holding the population at a 'not starving, but not free of state care' level is Kim's goal.

I'm not sure how much influence China really has anymore. Aside from coal exports, financial aid to the North is almost negligible and they don't collaborate on missile development.

The US/ROK could have levelled the Yongbyon reactor I suppose, but that would provoke a reaction from the North, perhaps shelling of Seoul. In retrospect, that might be preferable to a DPRK armed with a competent nuclear arsenal, but it would have been politically very difficult.
