Its the most well known city for students. Not bourgeois but very leftist and socialist. It does have some nice architecture and during summer and winter its an amazing city. Does have a little bit of a hipster-edge to it but its okay.

No its not like Amsterdam where everyone greets you and talks to you in English. Most of the time, only the younger people will understand you fluently if you speak English. You are better of speaking French in Flanders because everybody learned it as a second language. The bigger cities like Brussels and Antwerp are pretty modernized and liberal but smaller cities and countrysides are very cosy. Air pollution is some of the worst in Europe though :^(
