Nah, we just play using post numbers. The last digit of your post number is your roll, and you compare that to the chart on the map, and then you have the amount of tiles you gain. So if my last number is a 7, on this map, I'll gain 10 territories.

So how does war work then? just 'gain' the amount of territories corresponding to the last digit, so once you have a border with another country you just take their provinces?

In terms of war, it's a matter of who rolls higher. If I roll a 4, and my opponent rolls a 7, his roll is obviously higher than mine, so he'll gain territories while I lose some, assuming neither of us have bonuses.

It depends on the OP. Some sort them by the higher roll subtracted by the lower, others may sort by ignoring the lower roll entirely.
