You should further expand on what you mean by liberty.
Because if we simply take liberty to mean freedom a functioning society can not allow everything to be allowed. Things like murder come to mind.
Considering that for a society to exist it must have a common law and a protector in the form of a state, because otherwise a group can destroy the society from inside via infiltration and subversion or from outside via invasion or the society will fall from decay. If you want that society to maintain a culture moral laws will need be added to reinforce taboos otherwise over time the taboos having no power will decay eventually destroying the culture.
To add on top of it some freedoms a man may take may eventually put the whole society under threat. Something like developing by accident or by will a disease. And eventually is people abuse their freedoms they will create through herd mentality problems for society, stuff like an opium crisis could happen if enough people find enjoyable and promote it, but other stuff like unhygienic conduct comes to mind as well.
If I am to name some of the freedoms I would allow.
They are: Free Speech, Free Association, Free Assembly and some that I might be missing.

Europe has an influx of Islamists where some are highly militarized and hiding in the refugee migration. While America has displaced Mexicans either running from the law in Mexico, or running from a cartel.
When Destiny defended the disposed Blacks, he made a fair point that many laws have effected the advancement of blacks such as Jim Crow Laws, or Oliver North's False Drug War that imported billions of dollars of Drugs into poor African American communities on purpose so that Reagan had an excuse to increase the police state in the U.S. due to the Communist infestation on School Campuses and in California. These are fair points that can be addressed and discussed. So Jon uses the argument, while the Crime Rates are the same in Africa, and the only assertion is because they are black.
However, Africa has many unrelated issues to that of African Americans, and African Americans have much more healthier lives and less crime than that of Africa. It is a poor argument.
For example, Africa has Tribal and Racial Wars, implanted Dictators of Foreign Governments (including that of the Clinton Foundation), Third World Status stopping them from gaining proper education tools, and medicine due to the fact the West won't sell to them because it's impossible to make profit off of a dollar that is worth 0.000001 of yours, and lack of Authority and Police State.
However, Africa is also a poor example because they have become much more industrialized in the last 20 years than they did within 60 years of uncolonization.

The reason why people are sick of the European Union in Europe isn't directly because of the migrant crisis (it is a huge benefactor to defending their points), but because Euro-Nations don't want to be seen as the same. They don't believe that they are the same as a United White Stance. In America, Race and Ethnicity is Color. You're Yellow, you're Asian. You're White, you're European You're Black, you're African.
When I speak to Europeans in open front, the major problems I find is that they don't like their Heritage being combined with another European nations heritage. Their languages becoming extinct because the European Union wants to create a Euronation.
Germany has a different culture than that of France, France has a different culture of that of Spain, and you will find that many of their problems are they don't want to muddy their National Status.
They have problems AS WHITES towards other WHITES. When he makes the comparisons of Slavs (who are definition white in America) being mistreated or looked down upon in other cultures of Europe, his point is that Europe has a very different perspective of that of America, so an American totally misinformed on the situation trying to compare America's problem to that of Europe's is extremely ignorant.
