In reality saying there is an investigation only means he told someone to investigate Trump and doesn't really imply any progress or evidence. It may sound exactly like that to everyone in the hearing and to you watching the hearing, but that's not where most people will hear it from. They will get it second-hand from articles they only read the title of, a short segment of a news broadcast, a comment by a teacher or friend, some off-hand comment in some tweets or tumblr reblogs, etc.
