Nah, it's a separate company, but they have to go through NASA to launch. It's similar to how many airlines use the same airport. Though airports are privately owned unlike NASA. Same concept though, NASA basically owns the space ports.

Falcons fly out of Cape Canaveral and Vandenberg under Air Force pad leases and from LC39A under a NASA lease. They are also building at least one completely private launch site in Texas.

It benefits them some for now, at least though. Even when NASA develops rockets that actually compete with them, it's not going to put them on "suicide watch". It's not like McDonalds or Home Depot go out of business when a Burger King or Lowes opens up across the street.
