Because Austin doesn't have as much opportunities as Houston. It's just one big college town with some high tech companies on the side, no real manufacturing and no low skill labor not monopolized by the college students. Also it's more expensive in many parts compared to Houston. Most of the people from Cali that end up in Houston usually take jobs in sales or as a restaurant wait staff.

Dallas is shithole too. There are some small german towns still decent, but I'll never tell people about them!
