Well in general blacks do have a smaller brain capacity than Eurasians(and Europeans in general have a smaller one compared to east Asians), but it's hardly that correlated to intelligence.
Some African races like Khoisians and various south African tribes can have quite high foreheads and prefrontal areas, higher than many European races, but their intelligence(as measured by IQ) is nowhere as high.
If nigs are dumber is not because of skull shapes, I think, the human brain is plastic enough for that.
