The evidence that Himmler actually made these remarks is very weak. Himmler did make a speech at Poznan at that date, but those that were present and question say that the following quote (that you provided) is NOT what he said.
The manuscript you mentioned has no signature or other indication of its origin (as opposed to ALL of the Nazi documents). It was said to have been found in the Rosenberg files, but Rosenberg himself was never questioned about it. This was after he himself had testified that another document they had said came from him, had never existed in his files. They questioned Gottlob Berger, Himmler's personal liaison with Rosenberg's Ministry for the Occupied East, who was present when the speech was delivered and he said the manuscript was not correct.
Furthermore, they provided a phonographic recording of the speech, but Berger said that that was NOT Himmler’s voice. After a second playing of the recording he said that it “might be Himmler’s voice”. The court accepted the evidence NON THE LESS, despite it being HIGHLY QUESTIONABLE.
And note, Berger also stated in his testimony that he knew nothing of any extermination program, and he was present when this speech (that this manuscript inaccurately quotes) was delivered!
