No, it hurts a shitload for the politicians overseeing this. If Trump does cut law enforcement funding for them (which he can do easily), they would need to either raise taxes to make up the difference (unpopular) or let crime rise (unpopular). Meanwhile cutting the funding does nothing to Trump besides make him slightly less popular in those cities. Since NY and CA are voting Democrat anyway, though, it doesn't really matter if he becomes less popular.
