TL;DR: ISP's can now use your browsing history to sell it to advertising companies. In other words, they're just able to monetize it. Previously ISP's only looked at your browsing history if the law got involved (supposedly, at least).

It literally stops new regulations from going into effect that had not gone into effect. ISPs already had the ability to sell your data as bulk metadata.

In short, absolutely nothing has changed. Nothing was made legal or illegal. An act that wasn't even in effect was removed.
