Is the region this is taking place particularly dangerous? Is it crime ridden? If they want diffuse crime before it happens shouldn't they go to prisons or locations with high crime rates and high risk youth to change the culture that is often perpetuated in those environments?

My assumption is that since this is at a college, these kids have never caused violence or seen it. They have experienced very little. Some of them probably never touched a woman, but are being told they are inherently dangerous?
