The reason this saves so much money is that the fuel is relatively cheap per launch. The most expensive part is the rocket. If they can just refuel the rocket each launch it drops costs down tremendously.
The rocket is a falcon 9 full thrust, and the first stage is the recycled portion from a previous mission.
