Think you're misreading the article with the second quote, they're saying that Chinese society is changing rapidly in general, not just in regards to the racial makeup, and people are anxious about the future in general. They're saying that focusing on racial issues are a bit of a rallying cry, a simple fix to solve Chinas problems, and they're ignoring the big problems.
