I haven't seen the movie and I'm not big on GitS, but my understanding is that the movie plot is pretty much made up and they change a few things in the story to make it fit.
It hard to go from a cool harden veteran to a muh strong woman.
And for the anime, pick the 1995 movie then the two series.
