can't host a website. say for example, i, want to runa site in argentina, and i go to make a post and someone hacks my upload and buys it out and redirects it not letting me post on my site. or, heaven forbid, upload shit i didnt do.

also no, that isn't really a concern when a good portion of the commercial internet access is easily accessible to a malicious third party this very moment.
There are much more debilitating problems with the current internet infrastructure, ISP redirecting traffic is much less of a problem than you think, free market et all
