So in the video they are attempting to get him to walk to them away from the front doors of the store which he refused. He keep putting his hands in his pockets and under his sweatshirt which he was repeatedly told to not do. Then, to proclaim his innocence, he lifted his sweatshirt and presented a gun. He ran, was tackled then there was a struggle and the 2 cops shot him a bunch. From the body camera videos I cannot tell what happened in the struggle that caused them to shoot, he must have gotten to his gun but some folks are saying he was actually shot with his own gun.

They are taught to keep firing until the target stops moving. Most people shot by police (unless it's by accident) are going to have several holes in them. Depending on the situation it can be hard to hit them or easy, so sometimes they are "shot" a few times and sometimes they are "shot" sixteen times.

You have to be aware of the threat you present to a cop so you don't cross the line for deadly force. Usually it's obvious what you've done wrong, like charging towards them ignoring commands with a weapon in your hand, or even just running behind cover when they know you have a gun. Sometimes it's less obvious things like trying to drive away while they are near your car.

They have a list of how to respond to people based on force level and they generally don't escalate very far until you do. It's all well and good to see someone just "talking to" the police on video, but in this situation most people wouldn't just become indignant, yell at them, flash a gun, and run away. It's pretty obvious that he's trying to resist arrest and he is escalating to avoid it.

Try and imagine what you would do in this scenario if the police called you over at a gas station. Would you start motioning furiously in anger and flash your gun at them? Once this happened, would you realize what you did and allow yourself to be arrested to de-escalate the situation or would you fucking bolt away? This is the time at which you now look like a gunman threatening to shoot the police, which is why they shot back instead of, you know, dying.
