Why would Assad just serve a casua belli to the UN and NATO on a silver platter just to kill some hospitalized kids? Using chemical weapons has little gain compared to the risks, bombing a target is much more efficient. Jihadi rebels also gain from the international outrage, it gives them more legitimacy and most importantly, more weapons.
