If country A never shows up physically in country B, then country X might come to the conclusion that the commitment is only on paper and attacking country B will draw no reaction from country A beyond strongly worded protest.
Doing the routine training shows commitment from country A and also increases the reputation costs to not helping B. In the future nobody will trust country A ever again to be an ally and they will permanently lose their ability to benefit from such arrangements. Bad reputation lasts for centuries.
So considering the above, it's better for country A to spend some money on routine deployment training, to at least make country X think ten times before doing something stupid.
p.s. Permanent rocket bases in country B with first-strike capability against country X would be a very bad idea.
