Yes, normal sarin, even if you stabilize it, has a shitty shelf live, that was one of the most important reasons binarys got developed to begin with. That doesn't matter in a conflict like this though, because it's not expected to sit in a warehouse for two decades before being used.
It is harder to synthesize the binary agent than it is to make sarin, and the rebels would have no way to actually mix this up reliably on the frontline. The article contradicts itself by pointing out that not even the syrian CW program was able to come up with what he calls "mix in flight" artillery shells but relied on fixed apperatures to mix the shit up before putting it into warheads.
TL;DR: If the rebels had sarin, it was sure as hell not in the binary form. That makes the russian narrative more likely, not less. You didn't even understand what you are quoting.
