I have the Icom R-20 which is a great receiver that goes from 150KHz to 3.2 GHz or so. However the issue is that any handheld up to and including the R-20, which is the very very best handheld HF receiver ever made (including noise blankers, filters, attenuation, and variable RF control) is shit compared to most any tabletop unit. If you have a budget of a few hundred bucks, most any ham radio or HF communications receiver will be a much better bargain especially if you're willing to learn how to use your radio properly (ie riding a signal with the rf gain and other old ham tricks).

Finding something that goes down to 1 KHz, that's a totally different radio, a VLF receiver, and you're going to need a quiet spot for it too.

It's open but the messages they send are not, they use one time pads

you can still tell if the shit is going to hit the fan by the message frequency, for example
